The Khyber Pakhtunkhwa government’s Higher Education, Archives and Libraries Department has issued directives to all public sector universities and degree-awarding institutions in the province to ensure immediate and complete implementation of the Khyber Pakhtunkhwa Removal from Service Act, 2025.
According to an official notification issued in this regard, all vice chancellors, rectors and directors have been instructed to strictly enforce the Act in matters related to employees recruited during the caretaker government’s tenure.
A total of 645 employees recruited during the caretaker period were affiliated with 18 universities, including Women University Mardan, The University of Agriculture Dera Ismail Khan, University of Buner, University of Chitral, University of Malakand, University of Science and Technology, Bacha Khan University Charsadda, Institute of Management Sciences, University of Swat, Shaheed Benazir Bhutto University Sheringal, Bannu University of Science and Technology, University of Lakki Marwat, Abdul Wali Khan University Mardan, Shaheed Army Public School University Nowshera, University of Haripur, University of Peshawar, and Pak-Austria University Haripur.
The Higher Education Department clarified that the matter had earlier been placed before the Anomaly Committee and subsequently before the Ministerial Committee, and that legal opinions had also been obtained from the Establishment Department and the Law Department.
Following the completion of this process, universities have now been directed to ensure strict compliance with the law.
The notification further stated that all institutions must submit a compliance certificate to the Higher Education Department within ten days, failing which further action may be initiated against institutions that do not submit their reports within the stipulated timeframe.
